Menstral Bleeding Problems

My 18-year-old daughter was forced to choose between getting vaccinated and getting kicked out of college. She was vaccinated and three days later begin irregular menstrual bleeding and is still bleeding nine weeks later. We have been to many doctors and specialists, all have said this was concerning but they cannot give her an exemption from the second shot because they would lose their license. All strongly recommend she not get the second shot but would not put it in writing.
